The Quay County Commission agreed to hire Richard Primrose, the city manager of Tucumcari, to be its new county manager at its Wednesday meeting.
Franklin McCasland chair of the commission said Primrose was the strongest candidate following interviews with applicants on Tuesday.
During a five-minute recess, Commissioner Bill Curry called Primrose to offer him the position. When the commission reconvened, Curry said Primrose had accepted the position and would be available to take the job in 90 days from the date of his resignation from the city of Tucumcari.
Primrose will be paid an annual salary of $69,000, including benefits. He is currently earning $60,500 including an $8,200 benefits package that is paid for by the city.
The position of county manager is currently being filled by Wayne Cunningham, who was hired as interim county manager following the sudden death of Terry Turner on Aug. 30.
Primrose scored higher than any of the other applicants in the interview process and all the commissioners agreed that he was the most qualified, McCasland said.
The commissioners interviewed candidates at special meeting on Tuesday.
In other business before the commission:
l Jason Garside of Phelps Engineering gave a presentation on the re-plotting of the west side of Ute Lake Ranch. Garside explained that there are now 365 lots, an increase in lot size to improve marketing, and adjustments for the golf course drainage infrastructure that was approved by the state’s Interstate Stream Commission (ISC).
l Approval was given to continue the Ute Reservoir Region Joint Powers Agreement through December 2011. The agreement is between Tucumcari, San Jon and Logan and the ISC for development around Ute Lake. The agreement is part of a proposed master plan for Ute Lake. A draft of the plan will go before the ISC on Dec. 20 for approval. It encompasses all the public and private lands around Ute Lake and it addresses items such as shoreline management, flora and fauna, endangered species, bird migration and other factors.
• Approval was also given for county employees to donate their sick leave to other county employees who have used up the allotted sick time. The request came to the commission from employees who wanted to donate their sick leave to an employee who has cancer, McCasland said.
