    Residents may have heard the testing of three new warning sirens Tuesday morning as crews work to bring the system online before storm season. "The plan is to have the system up and operational later this month," said Ralph Lopez, project manager.     Gas prices mystify me. I have been traveling regularly from Tucumcari to Santa Rosa. It used to be that Santa Rosa’s gasoline prices at its three truck stops (I’m sorry, travel centers) was reliably 10 cents higher per gallon, but that’s not true any more.
