    The quick actions of a neighbor and the Village of Logan’s Volunteer Fire Department saved the lives of residents, the family pet and the home. The fire department was first paged out at 3:45 a.m,. on Saturday morning to a report of a recreation vehicle fire, said Rex Stall, Logan Fire Chief. Stall said when he arrived on the scene on the 500 block of Zuni, the fire had fully engulfed the RV and a passenger car and had begun spreading to the carport.     Coordination between Tucumcari and Quay County for warning sirens as well as the duties and funding of the Quay County Emergency Manager were discussed during Monday’s regular county commission meeting. “I have been working with the City of Tucumcari to develop the best plan for the use of the new warning siren system,” said Daniel Zamora, county emergency manager.
