    Tucumcari City Commissioner John Mihm was found dead early Monday morning at his home. At 10 a.m., police dispatchers received a call from employees at Buena Vista Labs stating that Mihm had not come to work, Deputy Police Chief Pete Rivera said. Rivera said officers were dispatched to Mihm's residence on the 2500 block of South Fifth Street in where they attempted to make contact.     The annual Tucumcari Rattler Invite wrestling tournament gave 15 teams from Kansas, Texas and New Mexico the opportunity to compete against new and challenging opponents.     Dan C. Trigg Memorial Hospital will be without surgical services from March through at least September, according to Presbyterian Healthcare Services officials. Dr. Victor Davis, who has provided surgical services for the hospital, is retiring on March 2, said Trigg Administrator Don Weidemann. A replacement for Davis is not likely to begin working for Presbyterian Health Services, which operates Trigg Hospital, until at least September, Weidemann said.     A second change order to the Center Street water tank project was approved Thursday by the Tucumcari city commission to remove asbestos from the work site. “A layer of asbestos was found underneath the old water tank as it was being removed,” said Mark Martinez, project manager. Martinez said the asbestos was mixed into a layer of tar that was under the original water tank. He said the removal of the hazardous material is necessary for the project to be completed.
