Arch Hurley crafting water rights protection

The board of the  Arch Hurley Conservancy District began working on a resolution to prevent water from leaving the district without the approval of the board.


A public reading of the draft of the proposed resolution was presented at its regular monthly meeting Tuesday before the district's constituents.
The board discussed the resolution and asked for input from the constituents attending the meeting. Pete Tatschl said he had concerns about the resolution's wording.


Perkins agreed the draft  could be confusing.


"The purpose of this resolution is to protect the water rights and the constituents of this district," said Larry Perkins, board president. "That includes the inflow and outflow of water from the reservoir (at the Conchas Dam)."


Perkins said that the resolution will address requests or inquiries about moving water rights out of the district.


Arch Hurley manager Franklin McCasland suggested that board members and constituents list their concerns so that they could be used in the re-writing of the resolution.


"We want to have a resolution that clearly defines the position of the district," Perkins said.


The board also put together its wish list for the State Legislature set to begin its session in January.


The board approved a requests to state Sen. Clint Harden and state Rep.-elect Dennis Roch seeking $100,000 for equipment purchases for the district.


"The district should apply for the capital outlay funding in advance to try and secure any money that can benefit the district," McCasland said.
Other items before the board included


l Approval of  a holiday bonus of up to $500 for the district's employees.
