    CLOVIS — The Eastern New Mexico Water Utility Authority is now accepting bids for construction later this year on the section of its pipeline connecting Cannon Air Force Base with Clovis, as announced in a board meeting Thursday afternoon and in a news release that followed.     Water line improvements designed to allow business expansion on Mountain Road near Interstate 40 received one of their final approvals Thursday from the Tucumcari City Commission. The commission approved a $909,963 package of grants and loans from Drinking Water State Revolving Loan Fund of the New Mexico Finance Authority.     More than 260 people enjoyed the traditional cooking from five competing chuckwagons Saturday at the 18th annual Chuckwagon Cook-off at Ute Lake State Park in Logan.
