    The recent vandalism and theft at the Tucumcari Public Pool has prompted concern from officials about interruptions to access by the public. "If it wasn't for the dedication of the life guards and city staff the pool would not have been open on Sunday," said city pool manager Bryan Dunlap.     The Tucumcari City Commission Thursday approved funding for the planning and design of improvements on Second Street from downtown Tucumcari to Historic Route 66. The commission approved $45,431 in funds, of which $11,358 will be in local tax funds, to be used in 2019 and 2020 to plan and design the resurfacing of Second Street from Main Street to Route 66, Ralph Lopez, a community development project manager, told the commission.     A new intercom system has opened up the lobby of the Tucumcari Police Department to residents for evening and nighttime requests for service. “Residents will no longer have to wait outside of the building while they wait to speak to an officer, report a crime,” said David Lathrom, Police Chief.     Last week’s decision by University of Kansas officials to move a flag-based art exhibit was made hastily under political pressure, and it reflects a betrayal of the university’s mission to promote learning and debate.     The 56th annual New Mexico State 4-H Horse Show will be held on Friday and Saturday at the Quay County Rodeo arena in Tucumcari. During this time the community has supported the event with donations toward prizes, many volunteer hours and great hospitality, said Quay County Extension Office Director Brenda Bishop.
