    An official with the state’s Higher Education Department said the New Mexico Attorney General’s Office and Office of State Auditor are investigating claims the former president of Mesalands Community College made against the Tucumcari institution.     A confirmed case of COVID-19 was reported Sunday in Quay County by the state’s Department of Health, bringing the total to 32 since the pandemic began. It was the first confirmed case in the county in a week. After previously recording 24 cases in 20 days, the latest gap between cases was a sign that perhaps the spread of the disease was slowing in the region.     The Quay County Commission on Monday somewhat reluctantly but unanimously approved a resolution to adopt a $15.747 million budget for fiscal year 2021 — an increase of nearly 17% from the previous year’s budget.     The Tucumcari City Commission on Thursday approved a $25 million final budget for fiscal year 2021 that began July 1 and extends to June 30, 2021, and includes a deficit of $631,945. Documents show the budget calls for revenues of $24,725,932 in revenue and $25,357,877 in expenditures, leaving the deficit of $631,945.
