County gives solar project green light

Quay County commissioners approved a resolution to begin the process of issuing Industrial Revenue Bonds for the Caprock Solar Project to be built in 2016.

Commissioners spoke Friday with Daniel Alsup, attorney for Infigen, a company that plans to construct a solar project in Quay County near the Caprock Wind Farm.

Alsup said this resolution is necessary for the project to move forward. He said there will be publication of the upcoming bond ordinance. The issuing of these bonds will not cost county taxpayers any additional money, Alsup added.

County Manager Richard Primrose told commissioners the county’s attorney had reviewed and approved the document for the commissioners consideration.

In other items, commissioners:

• Held a public hearing for the second reading of the amendment of Ordinance 43 to allow the commission to name the flood plain manager for the county.

• Approved the amendment of Ordinance 43.

• Approved the John Deere blade lease agreement for the county road department.

• Tabled the contract with Mesa Counseling and the Quay County Detention Center until commissioners can meet with the Association of Counties.

• Heard a report from Sheriff Russell Shafer, who said that from July 24 to Sept. 2, the Sheriff’s Office served 302 civil papers, made 15 arrests and transported 21 inmates in-state and three inmates out of state.

• Approved Resolution 8, an increase in the EMS budget.

• Toured the Tenth Judicial District Court Clerk’s office. The office has been in the process of renovation.

• Held an executive session to discuss limited personnel matters and threatened or pending litigation; commissioners took no action.
