Man accused of sex acts with underage girl

A Colorado man was arrested Thursday in Quay County on felony counts of criminal sex acts with a child that allegedly occurred in Logan and Clovis several years ago.

Isaac F. Bibbs, 38, of Merino, Colorado, was charged with five counts of first-degree felony criminal sexual penetration of a child under 13 years old. The complaint gives prosecutors the option of charging him five counts third-degree criminal sexual contact with a child under 13 years old.

The first-degree felony counts could lead up to a maximum sentence of life in prison, plus a fine of $17,500.

Bibbs was scheduled to appear in Tucumcari magistrate court on Monday afternoon.

According to an affidavit for an arrest warrant filed in June by Kenny Villarreal of the New Mexico State Police Criminal Investigations Bureau, state police in March 2022 investigated reports of alleged sex attacks in Logan and Clovis from a 14-year-old girl.

According to the criminal complaint, the acts occurred from 2015 to 2019.

The girl told officers that Bibbs had touched her inappropriately “when she was little,” including when she attended elementary school in Texico.

She said Bibbs told her not to tell anyone about the sex acts and bribed her with candy.

The girl said the acts occurred as frequently as twice a week.

The arrest warrant, issued on June 2, was served Thursday, and Bibbs was booked into the Quay County Detention Center that day.
