    Just when I was beginning to think it was safe to go out on the front porch again — they're back. Several years ago I wrote about the barn swallows nesting on my front porch and how I put up with the mess for the sake of the birds. After the birds migrated off that fall I removed the mud nest above the door and the following spring when they tried to rebuild it there I took it down until they gave up and moved to the other end of the porch.   • Chamber of commerce budget OK'd

    With an outpouring of support from more than 50 residents the city commission approved the 2013 budget for the Tucumcari/Quay County Chamber of Commerce. Commissioners voted unanimously to approve the $35,500 budget for the chamber, which will come from Lodger's Tax funds. The $35,500 will cover the cost of national and international advertising and other related expenses.     Mildred P. Lovato, president of Mesalands Community College, and Jerónimo Dominguez, vice provost, distance education programs and services at the University of New Mexico, recently signed an agreement to expand the partnership between both institutions in order to better serve the community. The new agreement allows for an advisor on the Mesalands campus to assist students enrolling in UNM upper-division and graduate-level courses.     The Quay County Commission will vote on a proposed animal ordinance during its regular meeting Sept. 7. The commission meeting has been moved to 9 a.m., Sept 7 from Sept. 10, said County Manger Richard Primrose. Primrose said one of the items which will be on the agenda for that meeting is Ordinance 44, which will outline the county's animal control policy.     A local committee received approval from the Tucumcari City Commission to convert portions of the Tucumcari Convention Center into the New Mexico Route 66 Museum.
